Building Department

The Building Commissioner serves under the Public Service and Economic Development Director and is responsible for the administration and enforcement of the Planning and Zoning, Building, Housing and Exterior Maintenance Codes with regard to construction, addition and repair of all City buildings and structures and the maintenance and occupancy thereof. The Building Department issues permits to perform work on buildings or structures, maintains housing records, register contractors working in our city, conducts inspections and issues occupancy permits for new structures, new businesses, relocation, or change of tenancy. Fairview Park's Building Department Inspectors are licensed State Residential Inspectors.

Building, rebuilding and expansions to private homes and businesses were at an excellent pace this past year with 1,923 permits being issued for various items, including three new homes.

Our Summer Maintenance Program is continuing this year to preserve maintenance standards in residential neighborhoods. A home is generally the most valuable investment an individual has and this department helps us ensure our housing stock remains strong for years to come.

A program promoted within our community is "HELP" (Housing Enhancement Loan) through the Cuyahoga County Treasurer’s office. This program allows homeowners to borrow money to repair or remodel their homes or rental property at interest rates 3% below the lowest rate a bank would normally offer. We participate in this program and a total of 213 property owners from our city have taken advantage of this cost savings program totaling $3,301,671.00. A review of the improvements undertaken by residents includes windows/doors, roofs, garages, decks and siding. We appreciate the investment that our homeowners are making in our community. 

BOARD OF BUILDING STANDARDS UPDATE
On March 28, 2008, the Board of Building Standards (BBS) made a request to the Governor’s Office for an executive order to authorize the filing of emergency rules. On March 31, 2008, the Governor signed Executive Order 2008-06S authorizing the BBS to file the emergency rules.  The Board of Building Standards filed the emergency rules the same day and therefore, as of March 31, construction documents for all residential one, two, and three family dwelling projects shall meet or exceed the 2003 International Energy Conservation Code (IECC) and the 2005 National Electric Code (NEC) to comply with the Residential Code of Ohio.  The Board’s permanent rules were filed on April 1, 2008, and will be heard at a public hearing on May 2, 2008.  These rules will be made effective before the emergency rules expire so that the 2003 IECC and the 2005 NEC can seamlessly continue to be used without any gaps and will be used after the emergency rules expire on June 29, 2008. When the Board receives recommendations from the committees, the rules may be further modified and the Board will hold public hearings to receive comment on any proposed future changes. It is anticipated that the rules adopting the agreed-upon energy and electrical code modifications will be submitted to Joint Committee on Agency Rule Review on or before October 1, 2008. The Board’s permanent rules will remain in effect until rules containing agreed-to modifications are submitted to the Joint Committee on Agency Rule Review  by no later than October 1, 2008. If the parties are not able to reach a compromise that allows the Board to submit modified rules by October 1, 2008, then the Board of Building Standards may submit its own permanent rules for implementation.

Non-residential construction will continue to use the 2006 IECC and the 2008 NEC for compliance throughout this time period; only one, two and three family dwellings are affected by these emergency rules. The emergency rules do not affect one, two and three family dwellings for which applications for plan approval were submitted between January 1 and March 31, 2008. Any application for plan approval submitted to the Residential Building Department between January 1 and March 31, 2008 must use the 2006 IECC and the 2008 NEC.
