The Building Commissioner serves under the Public Service and Economic Development Director and is responsible for the administration and enforcement of the Planning and Zoning, Building, Housing and Exterior Maintenance Codes with regard to construction, addition and repair of all City buildings and structures and the maintenance and occupancy thereof. The Building Department issues permits to perform work on buildings or structures, maintains housing records, register contractors working in our city, conducts inspections and issues occupancy permits for new structures, new businesses, relocation, or change of tenancy. Fairview Park's Building Department Inspectors are licensed State Residential Inspectors.
Building, rebuilding and expansions to private homes and businesses were at an excellent pace this past year with 1,494 permits being issued for various items.
A program promoted within our community is "HELP" (Housing Enhancement Loan) through the Cuyahoga County Treasurer’s office. This program allows homeowners to borrow money to repair or remodel their homes or rental property at interest rates 3% below the lowest rate a bank would normally offer. We participate in this program and a total of 260 property owners from our city have taken advantage of this cost savings program totaling $4,299,484.50. A review of the improvements undertaken by residents includes windows/doors, roofs, garages, decks and siding. We appreciate the investment that our homeowners are making in our community.

BOARD OF BUILDING STANDARDS (BBS) UPDATE
National Electric Code (NEC) & International Energy Conservation Code (IECC) for 1-, 2-, and 3-Family Dwellings
At it's meeting on Friday, December 12, 2008, the Board of Building Standards adopted the proposed rule changes that were part of Amendments Group 6 (proposed changes to the residential code). The rules have been assigned an effective date of January 1, 2009. They include updating the Residential Code of Ohio (RCO) to the 2006 version of the IECC, with a change to RCO Chapter 11 to give another energy compliance option, as well as an update to the 2008 NEC.
Having now completed the Ohio Revised Code (ORC) 119 rule adoption process, as of January 1, 2009 the 2008 NEC and the 2006 IRC-based RCO Chapter 11 will be effective for all 1-, 2-, and 3-family dwellings submitted for plan examination and approval. The actual text of all of the RCO changes can be found on the BBS web page at http:www.com.state.oh.us/dic/dicbbs.htm. Select "updated NEC and IECC for 1-, 2-, and 3-Family Dwellings" and you will open a document in which you will find all the changes to the RCO that will become effective January 1, 2009.
