Sealed bids for the Lorain Road Streetscape Project – PID 88032 will be received by the City of Fairview Park, Cuyahoga County, OH in the office of the Mayor, Fairview Park City Hall, 20777 Lorain Rd., Fairview Park, OH 44126 until 12:00 PM on Tuesday, May 28, 2019, and then publicly opened and read aloud. All proposals must be addressed to Shawn Leininger, Director of Public Service & Development, and sealed and endorsed “Lorain Road Streetscape”.

Bids must be submitted in accordance with plans and specifications and on forms available from CT Consultants, Inc., 8510 Sterling Court, Mentor, OH 44060, (440) 951-9000, at a nonrefundable cost of $125 picked up or $150 mailed, checks made payable to CT Consultants, Inc. The bid specifications, drawings, plan holders list, addenda, and other bid information may be obtained via the internet at Copies may be examined at the office of the Public Service & Development Director located in Fairview Park City Hall. The bidder shall be responsible to check for Addenda and obtain same from the website.

Questions regarding this project must be sent to by 12:00 PM on May 17, 2019. Answers will be published on or before 4:00 PM on May 22, 2019. Contractors interested in receiving these questions and answers must send contact information to the above email address.

Each bid must contain the full name of every person, persons, or company interested in same and be accompanied by a bid guarantee in the form of either a bond in an amount equal to one hundred percent (100%) of the total bid drawn in favor of the City of Fairview Park, or a certified check or cashier’s check or letter of credit on a solvent bank, made payable to the City of Fairview Park in an amount not less than ten percent (10%) of the total amount of the bid as prescribed in Ohio Revised Code Section 153.54. No bidder may withdraw his bid within 60 days after the actual date of the opening. All bidders shall be ODOT Pre-Qualified and submit a current ODOT Certificate of Qualification with their bid. Prequalification status must be in force at the time of bidding, the time of sale, the time of award, and through the life of the construction contract. All bids shall be properly signed by an authorized representative of the bidder. All bids shall be sealed and plainly marked.

This project is federally assisted. Contracts awarded under this invitation for bids will be subject to federal laws and related acts referenced in the bid package. This is a David Bacon Prevailing Wage project and all applicable Prevailing Wage rates and requirements shall apply. Each bidder must insure that all employees and applicants for employment are not discriminated against because of their race, creed, color, sex, or national origin. The DBE Goal for this project is 7%.

STEEL AND IRON PRODUCTS MADE IN THE UNITED STATES: Furnish steel and iron products that are made in the United States according to the applicable provisions of Federal regulations stated in 23 CFR 635.410 and State of Ohio laws, and ORC 153.011 and 5525.21. “United States” means the United States of America and includes all territory, continental or insular, subject to the jurisdiction of the United States. Both the State and Federal requirements contained in (A.) and (B.) of this section apply to this contract.
